The Administrative Division of the Parma Police Department is the secure record keeping branch of the department. Our dedicated Record Room staff is responsible for maintaining all reports, records and transactions generated by its police officers or the public. As a “public office” the records division has two basic duties under the public records laws: (1) to provide for the prompt inspection of public records, and (2) to provide copies of public records within a reasonable period of time, if requested.
Captain Joseph Manning has been a Parma Police officer since 1987. He was recently reassigned to take over command of the Administrative Unit after serving as the commander of the Uniformed Patrol Divsion for the past several years. Capt. Manning has spent the majority of his career in the patrol division, serving as a patrol officer, field training officer, and a shift commander. Capt. Manning has a bachelor's degree from Cleveland State University. He is a 2006 graduate of the Northwestern University School of Police Staff and Command and a 2008 graduate of the Northwestern University Executive Management Program.
