The Detective Bureau consists of fifteen officers, which includes one Captain and two Sergeants. who oversee the division.There are seven general duty detectives, three narcotics detectives and two youth / sex crimes detectives. The Detective Bureau is responsible for investigating all reported felony crimes and presents cases to the Parma Municipal Court and the Cuyahoga County Common Pleas Court. Detectives also conduct long-term investigations on crimes such as identity theft, check and credit card fraud, narcotics investigations, sexual assault cases and missing persons. Detectives also have additional assignments such as SWAT Team Tactical Officers, Hostage Negotiators, Public Information Officer and County Task Force Officers fighting internet crimes against children.
It is the goal of the Parma Police Department Detective Bureau to fully investigate all cases reported to the department and to use our current resources in the best way possible. Cases are prioritized using solvability factors to include whether an arrest was made immediately after a criminal act, whether there are witnesses to identify the suspect and / or there is evidence that can be processed leading to the identification of a suspect.
The Detective Bureau is manned from 8:00 AM to 4:00 PM weekdays. Detectives are on call all other times.
Captain Joseph Bobak has been a member of the Parma Police Department for 24 years. His current assignment is Detective Bureau Commander, in which he oversees the handling of criminal investigations in all three units of the detective bureau. Captain Bobak oversees the department's Crime Scene Unit Technicians. He also serves as the commander of the SWAT team and the police firearms range.
Captain Joseph Bobak has a BA in Criminal Justice. He also attended and graduated from the Northwestern University Center for Public Safety-School of Police Staff and Command, as well as the FBI National Academy in Quantico, VA, Class 247. Capt. Bobak also completed the Police Executive Management Program at Northwestern University. His experience includes 16 years in Uniform Patrol, both as a patrol officer and a shift supervisor. He has been a member of the Parma SWAT team since 1993. In 2003, Captain Bobak became a team leader on SWAT and in 2005, he became the team's commander. In 2006, he was promoted to lieutenant and assigned to the Detective Bureau as a supervisory detective. In April of 2010, he was promoted to Captain where he then served as the commander of the Uniformed Patrol Division. In June of 2012, Captain Bobak took over command of the Detective Bureau.
