The Detective Bureau consists of fourteen officers including one Captain, one Lieutenant, one Sergeant, seven general duty detectives, two narcotics detectives, and two youth/sex crimes detectives. The Detective Bureau is responsible for investigating all felony crimes reported and presents cases to the Parma Municipal Court and the Cuyahoga County Common Pleas Court. In addition to charging felons, detectives work on long-term investigations such as corruption, money laundering, identity theft, check frauds, protracted narcotics investigations and complicated sexual assault cases. Bureau members also have additional assignments such as SWAT Tactical Officers, Hostage Negotiators, Public Information Officer and County Task Force Officers fighting internet crimes against children.
To supplement manpower in the Bureau supervisors also work cases. Supervisory duties include regular case assignments, a Lieutenant assigned as SWAT Commander, a Sergeant conducting all background investigations of perspective employees as well as investigating citizen complaints.
In 2008 the Detective Bureau handled 1,809 cases. This includes 712 general cases of crimes such as robbery, burglary, and felony thefts, 806 crimes handled by the youth/sex crimes detectives, 186 missing person cases and 291 serious drug offenses.
It is the goal of the Parma Police Department Detective Bureau to fully investigate all cases reported to the department and to use our current resources in the best way possible. Cases are prioritized using solvability factors to include whether an arrest was made immediately after a criminal act, there are witnesses to identify the suspect and/or there is evidence that can be processed leading to information on a suspect.
The Detective Bureau is manned from 8:00 AM to 10:00 PM weekdays. Detectives are on call all other times.
Captain Robert DeSimone completed thirty-five years in law enforcement on March 30, 2007. Having previous experience with the Cuyahoga County Sheriff’s Department from 1973 to 1980 Captain DeSimone has extensive investigative and supervisory experience since joining the Parma Police Department in 1980. He has also worked in the Uniform Patrol Division, was assigned as a motorcycle officer in the traffic unit, served as a former SWAT Commander and has been a Crisis Negotiator since his 1984 training at the FBI headquarters in Quantico, Virginia. Captain DeSimone is a 2005 Graduate of Northwestern University Center for Public Safety School of Police Staff and Command and is the recipient of the 2007 Policeman of the Year Award.
