The Uniform Patrol Division is the "first responding" entity of the Parma Police Department. As of April 2011 this eighty-one (81) officer division is staffed by sixty-five (65) Patrol Officers, four (4) Motorcycle Officers, eight (8) Sergeants, and three (3) Lieutenants under the direction of the Uniform Patrol Captain.
This Uniform Division patrols 20 square miles working closely with the Detective Bureau and Communications Center "To Protect and Serve" the approximately 80,000 residents of the City of Parma. In addition to basic patrol services, the Uniform Patrol Division operates a Traffic Enforcement/Accident Investigation Unit, Field Training Unit, SWAT Unit, Law Post Explorers youth mentoring program, seventy- one (71) School Crossing Guards, and a forty (40) officer Auxiliary Police Unit. The men and women of the Uniform Patrol Division respond to a variety of calls interacting with the public on a daily basis.
To better serve the community, the Parma Police Department has equipped patrol cars with state-of-the-art law enforcement technology such as mobile computers, RADAR units, in-car video systems, LoJack tracking devices to locate stolen vehicles and Automatic License Plate Readers. In addition, several Parma officers now carry the TASER electronic restraint device as an alternative to the use of deadly force.
Captain Joseph Bobak has been a member of the Parma Police Department for 20 years. His current assignment is Uniform Patrol Commander which includes duties such as overseeing the three shifts of uniform patrol, the SWAT team and the firearms range.
Captain Joseph Bobak has a BA in Criminal Justice and also graduated from Northwestern University Center for Public Safety-School of Police Staff and Command. Experience includes 16 years in Uniform Patrol both as a patrol officer and a shift supervisor. A member of the Parma SWAT team since 1993 and became a team leader on SWAT in 2003 and the team commander in 2005. In 2006 he was promoted to lieutenant and assigned to the Detective Bureau as a shift supervisor. In 2010 he was promoted to captain.
