Deputy Chief of Police - Administrative Operations/ Records Room

The Deputy Chief of Police assists the Chief of Police with the operations of the department and its personnel. The deputy chief oversees both administrative and operational functions of the department which encompasses multiple units and functions that are essential to the daily operation of the police department. The deputy chief also oversees operations at the Parma Regional Dispatch Center. In addition to these duties, the deputy chief oversees the department's Records Room, which is the secure record keeping branch of the department. The Record Room staff is responsible for maintaining all reports, records and transactions generated by its police officers and/or the public. As a “public office” the records division has two basic duties under the public records laws: (1) to provide for the prompt inspection of public records, and (2) to provide copies of public records within a reasonable period of time, if requested.

Deputy Chief of Police Kevin Riley 

Deputy Chief Riley began his career in law enforcement in 1992 after serving in the U.S. Air Force. He joined the Parma Police Department in 1999. Deputy Chief Riley previously served in the detective bureau in the general crimes unit and the narcotics unit, both as a detective and a supervisor. Deputy Chief Riley also served on the department's SWAT Team, and was the department's public information officer. He was previously the commander of both the Administrative Division and the Patrol Division. Deputy Chief Riley is a 2015 graduate of both Northwestern University's School of Police Staff and Command and the Police Executive Leadership College (PELC). He holds an Associate's Degree in Law Enforcement from Cuyahoga Community College, a Bachelor's Degree in Technical Education from the University of Akron, and a Master's Degree in Criminal Justice from Michigan State University. Deputy Chief Riley is also a 2021 graduate of the Public Leadership Credential Program at the John F. Kennedy School of Government at Harvard University.
